Instructions
Preheat oven to 400°F (200°C).
In a skillet, brown the ground meat, seasoning with salt and pepper. Remove and set aside.
In the same skillet, sauté onions and carrots until tender.
Return meat to skillet, add peas, and pour in broth. Let simmer for about 10 minutes.
Meanwhile, boil potatoes until tender. Drain, then mash with butter, salt, and pepper.
Transfer the meat mixture to a baking dish. Top with the mashed potatoes, spreading evenly.
Bake for 20-25 minutes or until the top is golden brown.
