Press the "saute" button on the instant pot and add 1 tablespoon olive oil.
Add the rosemary, black pepper, and minced garlic and saute until brown. Use a wooden spoon to stir.
Take out the garlic mixture and clean the bottom of the Instant Pot.
Add a cup of water to the Instant Pot along with the potatoes, salt, baking soda and stir everything together well.
Put on the lid and cook on high pressure for 8 minutes.
When the cooking time is complete, do a quick pressure release.
Take the potatoes out of the instant pot and place them inside a bowl. Add 1tbsp olive oil, salt, pepper and the garlic mixture. that you made earlier.
Clean the bottom of the Instant Pot, place the air fryer basket inside the Instant Pot.
Place the bowl with the potatoes inside the basket.
Cover the pot with an air fryer lid and AIR FRY at 390 °F for 24 minutes.
Remove the potatoes and serve.

Notes
Make sure that you wash your potatoes well before cooking them. You don't want to peel them for this recipe to work, but they do need to be clean.
You can use whole red potatoes or chopped larger potatoes for this recipe. Use whatever is easiest for your time and meal prep.
If you like it spicy, mix in some chili powder or chili pepper for some added spice!
