Instructions
Arrange a steamer trivet in the bottom of Instant Pot and pour 1½ cups of the water.
Remove the tough outer leaves and core from cabbage head.
Place the cabbage head on top of the trivet, core-side down.
Secure the lid and turn to “Seal” position.
Cook on “Manual” with “High Pressure” for about 9 minutes.
Meanwhile, in a bowl, add the remaining water and rice and set aside for about 10-15 minutes.
Drain the rice well.
In a large bowl, add ⅓ cup of tomato sauce from 1 can.
Add the rice, meat, onion, garlic, parsley, salt and black pepper and mix well.
Press “Cancel” and allow a “Quick” release.
Carefully, remove the lid and transfer the cabbage head on a platter.
Carefully, separate the leaves from cooked cabbage head leaves and then remove the tough veins.
Place a cabbage leaf onto a smooth surface.
Place about 2 tablespoons of meat mixture onto leaf and roll up, tucking in the sides.
Repeat with the remaining leaves and meat mixture.
Remove the trivet from bottom of Instant Pot and drain the water.
In the bottom of Instant Pot, place the remaining tomato sauce from the opened can and 1 teaspoon of salt and mix well.
Arrange the trivet over tomato sauce.
Arrange the first layer of rolled leaves on top of trivet, facing the same way.
Now, arrange the second layer facing the opposite way.
Place the remaining can of tomato sauce over the rolls evenly.
Secure the lid and turn to “Seal” position.
Select “Stew/Meat” and just use the default time of 22 minutes.
Press “Cancel” and allow a “Natural” release for about 10 minutes and then, allow a “Quick” release.
Carefully, remove the lid and serve warm.
